The Comprehensive Energy Assistance Program (CEAP) is a utility assistance program designed to assist low income households in meeting their immediate energy needs. Additionally, CEAP is intended to encourage consumers to control energy costs for years to come through energy education. Both homeowners and renters are eligible to apply for funds. Program eligibility and payment amounts are determined by family size and gross annual household income. While not intended to cover the entire cost of annual home heating, CEAP can alleviate some of the financial burden. Our CEAP program provides assistance to Anderson, Collin, Denton, Ellis, Henderson, Hunt, Kaufman, Navarro, Rockwall, and Van Zandt counties. The program is funded fully by the Texas Department of Housing and Community Affairs.

The Community Services Block Grant is the federal government’s most far-reaching grant in its War on Poverty. CSBG is designed to allow organizations the flexibility to use these funds that best enhances the growth of the individuals and communities they serve. Funds can be used to provide rent assistance, tuition and books, as well as emergency food. CSBG assistance is also used to help in the transitioning of individuals and families out of poverty and become self-sufficient. Our CSBG program provides assistance to Anderson, Collin, Denton, Ellis, Henderson, Hunt, Kaufman, Navarro, Rockwall, and Van Zandt counties. The program is funded fully by the Texas Department of Housing and Community Affairs.

Our public transportation service is largely funded by the Texas Department of Transportation. Services are available to any Ellis or Navarro county resident, regardless of income. Transit clients use our services to commute to work, attend school, keep medical appointments and many other needs and desires. Providing curb-to-curb service, our buses will pick up and drop off riders to desired destinations determined at the time of reservation.

Community Services, Inc. provides hot meals to residents in Navarro county. The primary source of funding for our home delivered meal program is the Texas Department of Aging and Disabilities. Other funding sources are area insurance providers. Eligibility is determined by the Department of Aging and Disabilities or the insurance provider. Our services provide meals year-round, including holidays. Weekend meals, if eligible, are also provided.

Community Services, Inc. receives funds through various sources for weatherization purposes. Mostly notable is the grant funds received through the Department of Energy and through the Low-Income Home Energy Assistance Program (LIHEAP). Both programs are designed to assist low-income clients to control home energy costs by providing weatherization of homes and education. Weatherization can come in the form of insulation, caulking, window and door replacement and/or repair, as well as repair or replacing heating and cooling units. Our CSBG program provides assistance to Anderson, Collin, Denton, Ellis, Henderson, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Smith, and Van Zandt counties. Both of these programs are funded fully by the Texas Department of Housing and Community Affairs.
